Is it legal to remove a foreclosure sign in your lawn?

A man in a white van just pulled up to my neighbors house and hammered a foreclosure sign into her lawn, she’s very distraught and told me that the man said after he left, she could remove it, but he HAD to take pictures of it in front of the house. The sign itself says “Do Not Remove”, the man has since left and I am wondering what to tell her.
The state is Connecticut.

So she shouldn’t worry about it saying “Do Not Remove; Violation Subject to Punishment by Court” ?

Yes you can remove it. It is posted to let the residents know that the property is in foreclosure and the approximate date the bank will get it back.

The guy took the picture as proof that the notice was posted.

I’ve never seen someone post a foreclosure sign on the lawn, but only post the notice on the front door on on the front gate of the property.
