Some foreclosures not so imminent after all? Will Bush sign Bill just voted on today?

Congress passes new Bill today which will help homeowners who are facing forclosure. But I notice that the headine says that Bill will only help about “400,000″ homeowners.
the figure sounds good ….but there are millions facing foreclosure nationwide.
What happens to these people? Or will the remaining who CANNOT be helped be faced with filing bankruptcies?
He will sign it.
