What is this political cartoon trying to say?

I found this political cartoon in a newspaper, that has Bush in a neighborhood and hes sticking a rebate check into a mailbox. Behind the mailbox is a house and a fence that has a sign that says “BEWARE OF THE DOGS” and two vicious-looking dogs are behind him saying “FORECLOSURE” and “RECESSION.”
I haven’t been exactly looking at the news and I’m kind of confused on what message the artist is trying to convey.
Can anyone explain what this political cartoon is trying to say?

The ‘rebates’ are supposed to stimulate the economy by encouraging greater consumer spending. However, with home foreclosures and a shrinking economy, many predict the rebates will simply go towards paying off debt, not on spending.
