Gas furnace black soot on wall?

Looked a foreclosure home today. There are many black soot on the wall and especially close to the base board area. We also saw gas furnace and combustion air system in the basement. We are wondering it is okay to buy house. Why they put in air combustion system, is it imply there is water problem in basement? why the house need extra air supply? The basement looks relatively dry, with a sunk pump. This is a house builded in 2003, relatively new. but we are suspecting it is not build by good builder. and how much to fixed furnace problem?

Get someone with a combustion analyzer or a CO ( Carbon Monoxide) analyzer in to check the heat exchanger on the furnace. if there is CO the heat exchanger is finished. was there possibly a fire in the furnace at some point?
